The US ability to tap cellular phone conversations, along with other types of radio transmissions, is a widely known fact. Saddam knows this. It is one of the main reasons that he's spent significant sums installing fiber-optic communication systems, the other being that those systems are not subject to jamming. Of course, those fiber-optic systems don't help you if you don't use them. We can be certain that Saddam has ordered his commanders to refrain from cell phones and the like for any sensitive conversations, especially anything to do with his WMD.

How long do you think those guys we heard in Colin Powell's presentation to the Security Council lived? I hope for their sake that they were able to hear the presentation as it happened, so they could shoot themselves before Saddam's goons got to them. I don't even wanna think about their families.
